What are some of the ways that leadership can manage change fatigue when noticed in staff?

When making changes, one must evaluate if the change is actually necessary and timely. Sometimes, staff can experience what is known as change fatigue. This can be exhibited as employee complaints about change, indifference about change, employees visibly tired, or anxiety about change. What are some of the ways that leadership can manage change fatigue when noticed in staff? Or, do you believe that staff are just inherently reluctant to change and should just “get on board or leave”?
